Flying our Bully to England or New home (last resort)

Hi all,
My name is Tony and my wife Christina and I have a 2 1/2 yr. old bully named Rosco. Rosco was part of this meet-up group back when it first started but we've since moved overseas to England and have been living there for 7 months (military).
Last Summer my wife and I found out that we were going to be moving to England so in December we started to get all the paper work and shots done for both our Bully and Boxer so that we could avoid the 6 month quartine that England has but later found out that most of the airline companies have and embargo on Bullies. None of the airlines would fly our bully since they have short noses and are prone to having breathing problems. Unfortunately we had to leave our Bully behind with a friend who said she would love to take care of Rosco while we were overseas and we sent her money every month for dog food and anything else he needed. Over the weekend our friend emailed us and told us that she had started a new job a few months back and did not have time to spend with Rosco and felt that he was not getting the attention that he probably deserved. She told us that she would love to keep him and take care of him but things are just to complicated right now to keep him.
Now come our next challenge of trying to figure out what we are going to do with Rosco who is living in San Antonio right now while we're all the way in England. I wanted to see if any of you guys know of any private companies or commercial airlines that fly bullies to England? We found a few way back in January but they were 4,000 to 6,000 dollars. I thought I'd check with you guys to see yall had any suggestions.
Our last resort is probably having to find another home for Rosco but we know that will involve giving him up permanently and not getting him back when we return in 3 yrs. Does anyone know of a bully owner who would love to welcome in a new addition if we end up not being able to find a way to fly Rosco to us? Like I said, Rosco is 2 1/2 yrs. old, is all white with a brindle patch over the left side of his face. He is registered through AKC, is 65 lbs and up to date on all shots....oh and he is fixed as well. Rosco is a loving dog who loves people and has done well with other dogs and cats. Thanks in advance for any info you guys can provide us and hopefully we can find a way to fly him to England to join us again.
